Calling on New Zealand’s Legislation for an investigation

There is a pro-democracy Chinese community in New Zealand. And they have been

concerned about the expansion of People's Republic of China (PRC);s influence and

infiltration in NZ, and a number of their members have encountered harassment,

humiliation, threats and assaults. They deeply feel that PRC (Chinese Communist

Party, CCP) is getting more and more influential and CCP supporters are getting

more and more aggressive. This issue is not only disturbing, but also undermines

New Zealand's sovereignty and national security.

 

The pro-democracy Chinese group strongly request the Parliament to initiate

legislation to ban the aggressive expansion of CCP's influence and protect New

Zealand&'s sovereignty and national security.

The Reasons or Evidence for ‘Foreign Agent’ Legislation in New Zealand:

1. China set up a secret police station in NZ.

2. China interfered in our election.

3. China corrupted our officials.


A, Pro-CCP leaders have access to our top politicians through large donations.

There have been many media reports, including: Zhang Yikun, Jackson Rao, Steven

Wong, Wang Lili, Vicky Lu.


B, In the past few general elections, a large swing in the voting tendency of the

Chinese community can be observed. We believe that this is due to the fact that pro-

CCP media has influenced the Chinese voters with misleading reports, and pro-CCP

associations and community leaders with fake news. Under the MMP electoral

system, the Chinese population in NZ has reached 5%, which is enough to have a

significant impact on the local general election.

 

3, Several New Zealand media outlets are working as propagandists for PRC (CCP).

They are either controlled or coerced by implication to forbid reporting major

negative news about PRC(CCP), to shape Chinese people's goodwill towards

PRC(CCP), and to cultivate Chinese people's loyalty towards homeland PRC(CCP),

a case study mentioned in the annual report of SIS 2024.

 

4, Several media outlets are spreading and rendering hatred, undermining the

integration of the Chinese community into the society, and promoting nationalistic

sentiments among the Chinese community.


5, A large number of Chinese associations and Chinese community leaders are

controlled, manipulated or forced by the CCP to become tools for the CCP's

influence to penetrate into New Zealand's political, economic and cultural spheres,

with the aim of defending China's interests. For example, the ‘Chinese Peaceful

Reunification Promotion Association’, which has been established in various

countries, has been listed as a Chinese diplomatic mission by the United States. For


example, the New Zealand Hua Xing (China Star) Art Troupe spreads CCP values

under the guise of art.

 

6. The academic freedom of our primary schools, secondary schools and universities

is being slowly eroded and destroyed by ‘Confucius Institutes’. In the name of

learning Chinese language and promoting Chinese culture, the Confucius Institutes

are slowly promoting CCP values in our primary schools, secondary schools and

universities.

 

7. Our freedom of religion is being eroded. For example, Zhou Bin, chief pastor of

the Chinese church at Bread of Life Christian Church-Spring of Grace in Auckland,

prayed for the Belt and Road and for the ZTE (a China ICT giant) during the

worship service. This is a covert implantation of nationalism by pro-CCP church

leaders.

 

8. Some pro-CCP community leaders are becoming more and more aggressive, and

beatings have become the norm. The following is the latest report of several Chinese

leaders beating up protesters during Premier Li Qiang's visit to NZ.

 

9, PRC Consulate General in Auckland held a volunteer team establishment and

business training meeting.

 

10, PRC's transnational repression around the world seems to be increasing. Stuff's

documentary interviews a victim who testifies that Chinese agents tried to kidnap him

in NZ.


11, CSSA (Chinese Scholars and Students Association) is not a student union, is an

apparatus of Chinese embassy. Their main mission is to collect information about

local politicians, officials, residents and students.

 

We are very very worried about these factual cases, these are the actions of the

PRC(CCP) in NZ that have been made in public, and the undeclared actions are

bound to be more numerous and serious.

 

We realise that legislative patches are urgently needed to defend our human rights,

democracy and free way of life in the face of superpower infiltration. New Zealand

should be a democratic, liberal and honest society. In the era of globalisation, there

is an indeed need to restrict and regulate the infiltration of powerful foreign countries.

Good fences make good neighbours.

 

The pro-democracy Chinese community hereby strongly request: Honourable

Members of Parliament, for the sake of New Zealand's long-term well-being, please

take reference from similar legislation in Australia, Canada, UK and USA, and

formulate a law and an independent commission to regulate and control ‘foreign

infiltrations’:

*1, Foreign agents must be registered and their activities should be

transparent;

*2, Media outlets propaganda must be registered and their sources of funding

should be declared;


*3, Foreigners and their agents are prohibited from interfering in the country's

elections;

*4, Prohibit political donations by foreigners and their agents;

*5, Drawing on the experience of other Commonwealth countries, establish an

Independent Commission Against Corruption (ICAC)to supervise and

inspect the overall operation and every case of the Ministries, Police and SIS,

allowing the public to provide clues to prevent internal corruption, defection,

and abuse of power.

infiltrations, stop the expansion of foreign interference and defend New Zealand's

freedom and democracy.
